One of the survey findings is that 57% say change fatigue is affecting employee engagement. What can we do as HR professionals to further influence employee engagement? Are there programs or tactics that your organization has implemented in this area?
Another finding is that only 18% report taking a proactive, data-driven approach to workforce planning. Are there specific actions that your organization has taken in this area? How important is workforce planning to the future of municipal governments?
Cost management is now the top priority for 70% of survey respondents, an increase from 62% last year. Have you experienced this at your organization? What actions has HR taken at your organization to respond to this priority?

Investigating workplace concerns in first responder organizations requires a nuanced understanding of leadership structures, operational realities, workplace culture, and organizational risk. Participants will learn how to:
- Recognize the unique challenges of investigations in first responder environments, including the influence of rank, loyalty, trauma exposure, and organizational culture.
- Differentiate between operational leadership and workplace misconduct, identifying when leadership actions may cross the line into harassment, bullying, discrimination, retaliation, or abuse of authority.
- Identify when complaints may signal broader organizational risks, including concerns related to culture, psychological safety, leadership practices, and organizational trust.
